As the turn of the calendar page moves us into a new year, credit union boards and senior management are focused on strategic planning and goal setting for 2012. Of course, the budgeting process is front and center at this time of year, and as the economy moves in fits and starts, the focus continues to be on doing more with less, creating greater efficiencies, and monitoring the bottom line.

But finding financial efficiencies is not always about cost-cutting. In fact, the greatest impact on a credit union?s financial health will probably have little to do with quarterly, or even annual, numbers. In order to truly make an impact on the financial health and viability of the credit union, boards and senior management need to be thinking long-term, and they need to be thinking strategically, not tactically.

To build a successful financial institution, credit unions must have the right people in the right places doing the right things at the right time. This does not happen by accident. Credit union boards must focus their attentions on who can lead the credit union into the future, and then assure that they have the programs in place to keep those leaders aligned with the goals of the membership.

One of the primary ways to do this is through a comprehensive and competitive compensation package. But this does not mean that a credit union should simply find out what local competitors are paying, meet that for their own CEO, and consider their job done. The first step in creating an effective compensation program is in developing a compensation philosophy that is unique to the credit union. What is your charter? What are the goals for your members? How can those goals be integrated into the compensation philosophy for your credit union? How is that philosophy translated into an effective compensation package for the CEO? And how does what is developed for the CEO become integrated into the compensation package for the rest of the senior management team? Everyone in a senior management position should understand the goals of the credit union, and what their role is in making that happen. If that is clear, then reward systems, both in the short-term and the long-term, can be built to support those objectives.

In the newly published The Survey? 2011: Employee and Executive Compensation and Benefits for the Credit Union Movement, some important findings on executive attraction, retention and reward systems come to light. Compensation planning and development is becoming more complex.? Credit unions, especially the larger ones, compete with not just other credit unions for top leadership talent, but with banks and other financial service companies. Recruitment is no longer a local process, but can be national in scope. To attract and retain the best talent, credit unions must develop programs that tie reward to performance, and provide that reward proximate to the actions that gave rise to the performance. But performance-based compensation programs are only effective if the board knows what performance is desired on an objective and measurable level. Credit unions are increasingly assigning the job of development of a strategic compensation plan to a specific board committee, most often the Compensation Committee.

Just a few short years ago, executive reward programs were driven primarily by a retrospective look at performance, with board discretion serving as the leading factor in establishing executive bonus levels.? If the credit union had a good year, the board gave the CEO a pat on the back with a bonus that was determined after the fact, and based upon a general feeling of a job well done. The Survey 2011 reports that incentive compensation is increasingly based upon measureable and objective pre-determined performance factors, with loan growth and ROA utilization reported in 2011 as the leading factors in establishing performance based compensation systems. This is not surprising, given an environment where loan demand is weak and placement of funds is difficult. Board discretion has dropped from a 46-percent preponderance just two short years ago to a 26-percent preponderance today.

Credit union boards are prudent in retaining a degree of discretion in the calculation of CEO bonuses, to allow for a subjective component in the mix, as well as to allow for some flexibility in the event of unforeseen events that may impact the credit union?s goals. However, tying bonus awards to metrics that are consistent with the strategic goals of the credit union and communicating these targets in advance assures an alignment between compensation philosophy and practice. The criteria will likely include attainment of financial goals for the credit union as a whole, people or management goals, as well as specific targets that will be important to the credit union in a particular performance evaluation period.

It is also important to tie performance factors for an executive to areas in which the executive can actually make a difference. As the CEO has ultimate responsibility for leading the credit union successfully in all arenas, the CEO?s performance factors should be far broader than the other executive team members. But all performance factors should be supportive of the overall credit union objectives, so that when the members win, so too does the executive team.

This focus on tying pay to performance is not limited to annual bonus awards. In fact, pay-for-performance is becoming an increasingly utilized strategy in the development of long-term incentive plans. These plans, when properly structured, not only provide a reward program for the executive team, but they serve to create a retention and succession program by keeping the entire executive team focused on longer-term, strategic goals, and aligning? the credit union?s success with their own. Short-term goals should be rewarded through short-term bonus programs, while longer-term objectives can be supported through a strategically developed long-term incentive plan, in which executives are rewarded for moving the credit union successfully into the future. An integrated compensation philosophy is the road map to get you there.

Engineering prize judges unveiled

Organisers have announced the judging panel for a new ?1m prize billed as a "Nobel" for engineers.

The 14-strong panel includes experts from a variety of disciplines, including TV physicist Brian Cox.

The Queen Elizabeth Prize for Engineering is funded by an endowment and will be awarded biannually to individuals or teams of up to three.

It is designed to raise the profile of engineering, and the recipients can be of any nationality.

The fund behind it, endowed by a number of engineering firms, will be managed by an independent trust chaired by Lord Browne, past president of the Royal Academy of Engineering and a former chief executive of BP.

"It is absolutely critical that we as a nation make it our mission to inspire and excite the next generation of engineers. It is only through engineering that ideas are brought out of the lab and into the marketplace," he commented, as a formal call was made for nominations.

However, award organisers will not disclose how much money they have raised, saying only that they have received long-term commitments.

It is understood that a new sponsor - the manufacturer Toshiba - has signed up since the award's official launch in London last November, which was attended by the Prime Minister, Deputy Prime Minister and the leader of the opposition.

Among the other judges are Lynn Gladden, professor of chemical engineering at Cambridge University; Prof Frances Arnold, also a chemical engineer at Caltech in California, and Prof Calestous Juma, director of the Science, Tech and Globalisation Project at Harvard University in Massachusetts.

Prof Cox commented: "Everything we take for granted, from medicine to telecommunications, from computing to aviation, owes its very existence to engineers."

In a message of support, the Queen said: "Over the past 60 years, I have had the privilege of seeing how engineering developments can make a profound impact on people's lives.

"I am delighted to lend my support to this prize and I hope that it inspires many more people across the globe to develop life changing engineering creations in the years to come."

According to not-for-profit group EngineeringUK, there are upwards of 550,000 engineering companies in the country, but they are facing a major shortfall in the workforce.

The 10 engineering-related UK Sector Skills Councils estimate that the industry will need over two million new recruits at all levels in the next decade to join the 5.6 million already employed by the sector.

"We need a healthy pipeline of talented, skilled and enthusiastic people to continue our proud tradition as an engineering nation. We must also give our students and young people a greater incentive to choose engineering as a career than is currently on offer," said Lord Browne.

Imran Khan, director of the Campaign for Science and Engineering (Case), has previously described the prize as a "fantastic" way to raise the profile of engineering as a driver of economic growth.

But he added: "Our research base and workforce need to be the best in the world in order to compete - the current cuts we're seeing to science and engineering will hamper that."

DAYTONA BEACH, Fla.?(BUSINESS WIRE)?The National Association for Stock Car Auto Racing (NASCAR) will make history on Sunday, Feb. 26 at the venerable Daytona 500 race when, for the first time in its 64-year history, the cars in the NASCAR Sprint Cup Series will race across the starting line using electronic fuel injection (EFI) made possible by Freescale Semiconductor (NYSE: FSL) and McLaren Electronic Systems.

?NASCAR?s transition to Sunoco Green E15 in 2011, coupled with our transition to EFI, will allow our engines to operate more efficiently and make the cars on the track more like the production cars fans drive every day.?

Freescale is providing the processors for McLaren?s engine control units (ECUs) that will be used to manage the fuel and ignition systems in the engines for all NASCAR Sprint Cup Series cars, replacing the carburetors that date back to the start of the sport. NASCAR and its top series teams tested the technology during the 2011 season and the cars and drivers are now ready to race.

Electronic fuel injection is about delivering the right amount of fuel at the right time into the engine under a variety of operating conditions. It was originally introduced into automobiles to improve drivability, fuel consumption and emissions, and it is destined to have the same impact on stock car racing. The racing will be as exciting as ever, but the engines will be more efficient and more readily optimized for the different ovals and road courses upon which they run. Lipid microdomains on the cellular membrane convene adhesion molecules and intracellular signals and are essential for tumor cell adhesion, growth, invasion, and metastasis. We thus tried to identify the adhesion and signaling molecules located on lipid rafts by proteomics and confirm their roles in platelet-tumor cell adhesion by functional adhesion assays. The present study showed that lipid rafts were essential in mediating platelet-tumor cell adhesion. Proteomic analysis of isolated tumor cell lipid rafts indicates that integrin?4 may be a new important adhesion molecules in bridging platelet and colorectal cancer cell. Functional adhesion studies performed on a parallel-plate flow chamber further suggested that platelet GPIIb/IIIa is a major counterpart molecule for platelet-tumor cell adhesion. The present study may provide a new approach for investigating platelet-tumor cell interaction and help in the prevention and therapy of colorectal cancer metastasis.

Jagger tweeted that President Barack Obama popped in during a rehearsal for Tuesday's A-list concert and "seemed really relaxed and happy!"

Grammy-winner Keb Mo, for his part, joked during a break in Tuesday morning's rehearsal that Obama himself would be performing three numbers, and there could even be a record in the works. Mo joked that Obama's record would be called, "After the second term, now I can finally get my groove on."

The lineup for Tuesday's concert spans generations, from legends like King and Buddy Guy to young faces such as 26-year-old Troy "Trombone Shorty" Andrews and Gary Clark Jr., whose style blends hip hop, contemporary soul and indie rock.

Andrews said he got a chill just hearing King play a few notes during rehearsal. He added that he was hoping to learn something ? and maybe even borrow a few moves ? from the veterans in the group.

Even in rehearsal, Andrews said, Jagger, the longtime Rolling Stones frontman, "was in character right away like he was playing in a stadium ? all of the moves and things. I'm like, I'm going to steal some of those."

At an afternoon blues workshop for middle school and high school students visiting the White House, first lady Michelle Obama declared, "Today, we've got the blues ? but in a very good way."

Also set to perform in the evening concert were Warren Haynes, Susan Tedeschi and Derek Trucks, with actress Taraji P. Henson as the program host and Booker T. Jones as music director and band leader.

The blues concert will be part of the "In Performance at the White House" series that airs on PBS. This one, designed to recognize Black History Month, will be broadcast on Feb. 27 on PBS stations and aired later on American Forces Network.

(AP) ? A Georgia man gunned down his co-worker's husband outside a suburban Atlanta preschool because the murder suspect believed an angel had ordered him to pull the trigger, his defense attorney argued on Tuesday.

Defense attorney Doug Peters said Hemy Neuman fell so hopelessly in love with Andrea Sneiderman, whom he supervised at General Electric, that he believed he was the father of her two children and that the only way to protect them was to kill Russell Sneiderman in November 2010. Neuman faces murder and firearms charges.

"He thought Sophia and Ian were his children and that Rusty Sneiderman was a danger to them," said Peters, adding that his client was not guilty by reason of insanity because he couldn't tell the difference between right and wrong during the killing.

Prosecutors, though, urged the jurors to reject the claims of delusions by Neuman, who they said will also assert that the angel resembled Olivia Newton-John and the demon who came to him sounded like Barry White. He said Neuman meticulously planned the killing for months so he could be with Andrea Sneiderman

"I'll boil it down to a sentence: A man wanted someone else's wife so he killed her husband," said Don Geary, one of the prosecutors. "He got caught. We ask you to return a verdict that speaks the truth."

Russell Sneiderman was shot to death shortly after dropping his two-year-old son off at a day care center in Dunwoody, an affluent suburb north of Atlanta. A bearded man in a hoodie approached Sneiderman, fired several shots and then hopped into a silver minivan and sped away. It happened so quickly that police initially believed it could have been a professional job.

At the center of the trial is Andrea Sneiderman, who is likely to be called to testify on Tuesday. Peters said the two shared a string of "intimate relations" during business trips after he hired her in early 2010, but that she rebuffed his attempts to marry her. Prosecutors say she rejects the allegations and that Neuman could be hallucinating.

Neuman, 48, wasn't interviewed by police until six weeks after Sneiderman's death after detectives discovered that shortly before the shooting he rented a minivan matching the description of a vehicle seen driving away from the crime scene. He faces life in prison without parole if convicted; he'd be turned over to the state mental health system if found not guilty.

Neuman had a troubled childhood and was constantly in fear of his father, a Holocaust survivor who was wracked with guilt for having survived the Auschwitz death camp while 11 other relatives died. He eventually moved from his home in Mexico to a boarding school in Israel, partly to get away from his father's volatile behavior.

"It was a life of anger, it was a life filled with terror, of not knowing when or why their father would explode with rage," Peters said.

He later graduated from Georgia Tech and bought a pricey home in a Cobb County subdivision after landing a job as a high-ranking manager at GE, where he made $180,000 a year and supervised 5,000 engineers and a $800 million budget, prosecutors said.

Neuman hired Andrea Sneiderman in early 2010 after she decided she needed to earn more money because her husband, a 36-year-old Harvard-trained entrepreneur, was having trouble finding steady work, attorneys said. They soon hit it off, and on work trips they would share long dinners, wine and occasionally romance, Neuman's defense team contends.

Prosecutors say Neuman began meticulously planning Russell Sneiderman's killing after she rebuffed one of his advances. They say he bought a gun, took it to target practice and then on Nov. 10 camped outside Sneiderman's house to try to kill him. He bolted when Sneiderman, who couldn't recognize Neuman, startled him, they say.

Nine days later, prosecutors say, Neuman arrived at his office earlier than usual ? at 5:36 a.m. ? and then sneaked out a back door to avoid security cameras and give himself an alibi. He then drove to the Dunwoody Prep day care center, shot Sneiderman four times and hopped in the minivan and tried to melt into morning rush traffic, they say.

Neuman was so callous about his actions that he returned to work a few hours later and later participated in the religious ceremonies of his victim's death, including the Jewish ritual of shoveling dirt on Sneiderman's grave at his funeral, Geary said.

Peters asked the jurors to pay careful attention to phone records between Neuman and Andrea Sneiderman, noting that the two exchanged three calls on the night before the shooting and that she called him six times in the hours after her husband was killed.

He also said his arguments that his client couldn't tell the difference between right and wrong during the killing are backed by evaluations from psychiatrists and mental health experts who diagnosed Neuman as bipolar and concluded he had a delusional disorder.

"This case is not about what happened. We know what happened," Peters said. "It's about why."

US officials link al-Qaida to Syria bombings

Top U.S. intelligence officials pointed to al-Qaida in Iraq on Thursday as the likely culprit behind recent bombings in Syria, the deadliest attacks against the Syrian government in the 11-month uprising.

Though the U.S. has called for Syrian President Bashar Assad to step down, his fall could lead to a power vacuum that al-Qaida's largest regional affiliate or other extremist groups could fill, Director of National Intelligence James Clapper told Congress. And that could allow such groups to help themselves to Syria's vast stockpiles of chemical weapons, he said.

At the Pentagon, Defense Secretary Leon Panetta said the crisis in Syria has become "that much more serious" and worrisome to the United States as a result of indications that al-Qaida has infiltrated the government's opposition.

"It does raise concerns for us that al-Qaida is trying to assert a presence there," he said. "As to just what their role is and how extensive their role is, I think that still remains to be seen."

In New York, meanwhile, the U.N. General Assembly approved a resolution backing an Arab League plan calling for Assad to step down and strongly condemning human rights violations it said his government had committed. The vote, though not legally binding, reflects widespread world opinion.

Likewise, in Vienna, U.N. Secretary-General Ban Ki-moon accused the Syrian government of committing "almost certain" crimes against humanity as activists reported fresh violence and the arrest of several prominent dissidents, including a U.S.-born blogger.

The comments by Panetta and Clapper in Washington marked a diplomatically dissonant moment of near-agreement between American officials and the Syrian leadership they have called on to step down, after the deaths of thousands of Syrians in the unrest that started during last year's Arab Spring.

Syrian President Assad has long blamed terrorists for starting the uprising, which has pitted his military against a rag-tag group of angry Syrians, divided by religion and neighborhood.

Al-Qaida's leader called for Assad's ouster last week. That endorsement has created new obstacles for the U.S., its Western allies and Arab states trying to figure out a way to help push Assad from power.

Clapper said bombings against Syrian security and intelligence targets in Damascus in December, and two more recent bombings in the nation's largest city, Aleppo, bear "all the earmarks of an al-Qaida-like attack," leading the U.S. intelligence to believe the Iraqi militant branch is extending its reach into Syria.

He added the mixture of Syrian opposition groups may have been infiltrated by such militants, probably without their knowledge.

"We've seen evidence of Sunni extremists," he said. "Can't label them specifically as al-Qaida, but similar ilk who are infiltrating the oppositionist groups."

Clapper predicted continued stalemate in Syria, with the opposition too disorganized to present a formidable threat on one side, and Iran providing arms and continued support to prop up the government on the other.

But he warned Assad's fall would be a boon to extremists.

"There is no identifiable group that would succeed him," Clapper said. "So there would be kind of a vacuum, I think, that would lend itself to extremists operating in Syria," who could potentially access the country's multiple chemical weapons sites.

Al-Qaida in Iraq is best positioned to take advantage of that chaos, with its strong family and Sunni religious ties in Syria. The group has long used the country as a transit point to smuggle bombers and bomb-making material over Syria's long desert border with Iraq. During the U.S. war in Iraq, Syrian coordinators were able to smuggle fighters back and forth between the two countries.

Clapper said the Iraq-based group "remains capable of high-profile attacks" inside Iraq, and is likely to continue attacking U.S. interests there.

Prior to Clapper's remarks, U.S. intelligence officials had been more circumspect, saying the main trunk of al-Qaida was seeking to ally itself with the Syrian rebels as a way to reinvigorate its overall campaign, so under siege is the group from the CIA drone war in Pakistan and the steady drumbeat of special operations raids and air strikes in Afghanistan, Yemen and Somalia.

Toward that end, core al-Qaida leader Ayman al-Zawahri released a video calling on Muslims to support Syrian rebels over the weekend.

But there has been no discernible rush of would-be attackers to Syria from the outside, added Defense Intelligence Agency chief Lt. Gen. Ronald Burgess at the same hearing.

Clapper also downplayed another recent core al-Qaida announcement of a new union with Somalia based al-Shabab.

"Core al-Qaida is an organization under siege and is in decline. Al-Shabab, for its part, is under pressure" from both Ethiopian and Kenyan troops, Clapper said. "They've lost territory and are under the gun."
