Google offers new way to track usage of services

SAN FRANCISCO (AP) ? Google is offering to provide a monthly report to people who want to keep track of their activities on some of its most popular services.

The tool unveiled Wednesday includes a breakdown of Gmail correspondences and search requests entered while logged in. The summary also lists the Web browsers and operating systems used during logged-in sessions. Google Inc. also is reporting the countries where logins originated.

These details could help flag unauthorized account usage.

The monthly activity report will be sent by email to those who sign up for it. It's an offshoot of another tool called Google Dashboard, which provides an even more extensive look at how people use Google products.

Google recently changed its privacy policy so it can link more data collected from its various services.

Loss of insurance mandate wouldn't kill health law

WASHINGTON (AP) ? President Barack Obama's health care law would not automatically collapse if the Supreme Court strikes down the unpopular requirement that most Americans carry medical insurance or face a penalty.

The overhaul could still lurch ahead without that core requirement, experts say. But it would be more like a clunky collection of parts than a coherent whole.

That would make an already complicated law a lot harder to carry out, risking repercussions for a U.S. health care system widely seen as wasteful, unaffordable and unable to deliver consistently high quality.

Premiums could jump for people buying coverage individually, and for small businesses. That's because other provisions of the law require insurance companies to accept people with health problems, and limit the premiums that can be charged to older adults.

Sooner or later, the dilemma of the nation's 50 million uninsured would land back on the doorstep of Congress.

During Tuesday's oral arguments, the Supreme Court's conservative justices fired off sharp, skeptical questions about the constitutionality of the mandate, fanning speculation that it may not withstand review.

It's unclear what the court will do in the end, whether it will let the law stand or strike the whole thing down, or invalidate only the mandate.

The insurance requirement is unprecedented in federal law, but it is not the only lever for expanding coverage in Obama's legislation.

"The hyperbolic language that is being used about this is way over the top," said economist Gail Wilensky, who ran Medicare and Medicaid under President George H.W. Bush. The mandate "is important, but not that important. There are other strategies to encourage people to purchase health insurance."

If the mandate only is struck down, the law's Medicaid expansion would still be carried out under a separate provision. The Medicaid expansion also is being challenged, but no lower court has found it objectionable.

Starting in 2014, Medicaid would provide health insurance to over half the estimated 30 million people receiving coverage as a result of the law, mainly childless adults living near poverty.

Another provision in the law provides government subsidies for many middle-class people to purchase individual policies, also available starting in 2014. Those subsidies, which have not been challenged, would probably entice many to buy a plan.

And yet another part of the law imposes fines on medium-sized and large employers who do not provide coverage to their workers.

Still, various economic studies have projected that without the mandate ten million to 15 million people who would have been covered instead will remain uninsured.

Wilensky said the government would have options. It could impose penalties on people who postpone getting health insurance until they have a medical problem, higher premiums for instance.

"You don't have to buy health insurance, but we're going to make you pay for the cost you're imposing on the rest of us," said Wilensky. That's the approach Medicare uses ? successfully ? to get seniors to buy outpatient and prescription coverage.

If the Supreme Court strikes down the mandate, the Obama administration and the insurance industry have asked the justices to also invalidate consumer protections such as the law's ban on denying coverage to people with pre-existing health problems. Unless everybody is required to be in the pool, they argue, those safeguards won't work as intended, and could destabilize the insurance market.

Experts debate whether or not such a dire consequence will come about ? or if coverage will just get even more expensive than it already is.

"Without a mandate the law is a lot less effective," says MIT economist Jonathan Gruber, who advised the Obama administration and, earlier on, then-Massachusetts Gov. Mitt Romney, who put such an insurance mandate in that state's health care law. "The market will not collapse, but it will be a ton more expensive and cover many fewer people."

NEW YORK (AP) ? Stocks are bouncing between small gains and losses as investors weigh the prospects of a global economic slowdown even as several U.S. companies report strong earnings. New home sales fell last month.

The Dow Jones industrial average rose 30 points to 13,075 at midday Friday. The Standard & Poor's 500 index rose three to 1,395 and the Nasdaq composite fell three points to 3,059.

The Commerce Department said new-home sales fell 1.6 percent last month. Sales have fallen nearly 7 percent since December. Stocks of homebuilders fell.

Nike, FedEx, Tiffany have all reported stellar earnings this week, but investors are worried that these companies rely on sales in Asia and Europe. Reports this week indicated a possible slowdown in those economies.

House GOP unveils budget blueprint

WASHINGTON (AP) ? Conservative Republicans controlling the House unveiled a budget blueprint Tuesday that combines slashing cuts to safety net programs for the poor with sharply lower tax rates in an election-year manifesto painting clear campaign differences with President Barack Obama.

The GOP plan released by House Budget Committee Chairman Paul Ryan would, if enacted into law, wrestle the deficit to a manageable size in short order, but only by cutting Medicaid, food stamps, Pell Grants and a host of other programs that Obama has promised to protect.

To deal with the influx of retiring Baby Boomers, the GOP budget reprises a controversial approach to overhauling Medicare that would switch the program ? for those under 55 today ? from a traditional "fee for service" framework in which the government pays doctor and hospital bills to a voucherlike "premium support" approach in which the government subsidizes purchases of health insurance.

Republicans say the new approach forces competition upon a wasteful health care system, lowering cost increases and giving senior more options. But Democratic opponents of the idea say the new system ? designed by Ryan and liberal Sen. Ron Wyden of Oregon ? cuts costs too steeply and would provide the elderly with a steadily shrinking menu of options and higher out-of-pocket costs.

This year's GOP measure would produce deficit estimates that are significantly lower than a comparable measure passed by the House a year ago, claiming deficit cuts totaling $3.3 trillion ? spending cuts of $5.3 trillion tempered by $2 trillion in lower taxes ? below Obama over the coming decade. The deficit in 2015, for example, would drop to about $300 billion from $1.2 trillion for the current budget year. Last year's GOP draft called for a 2015 deficit more than $100 billion higher.

The measure would cut spending from $3.6 trillion this year to the $3.5 trillion range in 2013 and freeze it at that level for two more years.

The GOP plan doesn't have a chance of passing into law this year but stands in sharp contrast to the budget released by Obama last month, which relied on tax increases on the wealthy but mostly left alone key benefit programs like Medicare.

The resulting political battle is sure to spill beyond the Capital Beltway into the presidential race and contests for control of the House and Senate this fall. As if to underscore that reality, Ryan released a campaign-style video Monday evening telling viewers that "Americans have a choice to make" in a none-too-subtle appeal to voters.

"It's up to the people to demand from their government a better budget, a better plan, and a choice between two futures," Ryan said. "The question is: which future will we choose?"

The Budget panel is slated to debate and vote on the measure Wednesday and in hopes of a vote by the full House next week.

The Senate has no plans to debate a budget and will instead rely on last summer's bipartisan budget and debt pact to govern this year's round of spending bills.

The annual budget debate in Congress plays out on an arcane battlefield of numbers and assumptions, often difficult to understand even by Capitol Hill veterans. Basically, however, the so-called budget resolution sets broad parameters for follow-up legislation. Sometimes that is just a round of agency budget bills; other times lawmakers take on taxes and benefit programs like Medicare whose budgets otherwise run on autopilot.

The lower deficit figures build on cuts to annual agency budgets imposed last year and rely on new savings comes from benefit programs outside Social Security and the costly Medicare and Medicaid health care programs for the elderly and the poor. That means big cuts to food stamps, student loans, welfare, farm subsidies and other programs whose budgets now mostly run on autopilot.

On taxes, the measure calls for eliminating a host of tax deductions and credits in order to produce a far simpler income tax code with just two rates for individuals: 10 percent and 25 percent. But Ryan doesn't say the income levels at which the new rates would apply, nor does he specify which popular tax breaks ? like the child tax credit or the mortgage interest deduction ? might be spared.

Medicaid would be sharply cut and awarded to states as a flexible block grant.

Just as Obama's budget was dead on arrival last month with Capitol Hill Republicans, the House GOP plan is a nonstarter with Democrats controlling the Senate.

On Monday, two powerful Senate committee chairmen sent top House GOP leaders a letter protesting a GOP plan to cut agency operating budgets funded annually by Congress below levels negotiated just last summer. Instead of going with a $1.047 trillion cap on agency budgets as called for under last summer's debt and budget pact, the House panel is looking at cutting domestic agencies by $19 billion more.

Senate Budget Committee Chairman Kent Conrad, D-N.D., and Appropriations Committee Chairman Daniel Inouye, D-Hawaii, warned that breaking with the agreement only guarantees delays later this year and "represents a breach of faith that will make it more difficult to negotiate future agreements."

Also at issue, though, are across-the-board spending cuts set to take effect in January, punishment for the failure of last year's supercommittee to come up with a new package of $1.2 trillion in deficit cuts over the next decade as part of last summer's deal to let the government keep borrowing.

Those cuts, including $55 billion from defense accounts and $43 billion from non-defense accounts approved by lawmakers each year, are universally opposed by defense hawks and liberals alike.

The GOP plan would reverse the cuts by requiring various committees and try come up with at least $261 billion in other savings over the coming decade, including curbs to food stamps, federal employee pensions, and further cuts to federal health care programs. Republicans are likely to reprise a bid to tighten oversight of the child tax credit to make sure illegal immigrants don't claim it.

The measure would produce a $797 billion deficit in the upcoming 2013 fiscal year, as opposed to $977 billion under Obama's budget. The deficit would fall to $241 billion by 2016, compared to a $529 billion deficit in 2016 under Obama's plan.

"The country wants to be spoken to like adults, not pandered to like children," Ryan said Tuesday on "CBS This Morning."

The Wisconsin Republican said, "If you want to save Medicare and keep it from going bankrupt, you must reform the program, and that's what we intend to do."

Ryan said he has grown weary of the GOP being accused of endangering the benefits that senior citizens have come to expect. "We preserve the program for people in and near retirement," he said. "We want to take all the empty promises our government is making and make sure they're not broken promises."

Former Gannett CEO gets $32M severance package

MCLEAN, Va. (AP) ? Former Gannett Co. CEO Craig Dubow's received a severance package valued at about $32 million after chronic health problems prompted his resignation from the largest U.S. newspaper publisher.

The owner of USA Today and more than 80 other U.S. newspapers disclosed the details of Dubow's compensation in a regulatory filing late Friday. A contract that Dubow signed in February 2007 guaranteed he would receive his full pension, stock awards, a severance payment and other benefits if he became disabled.

Dubow resigned last October after six years as CEO and 30 years with the company. He stepped down after taking two medical leaves during 2010 and 2011 to deal with hip and back ailments.

Dubow's final compensation package includes $12.8 million in retirement benefits, $6.2 million in disability benefits and a $5.9 million severance payment, according to the filing. Gannett stock options and restricted stock, which Dubow had accrued during his years of employment with the company, were also part of the package. Those stock awards are valued at nearly $7 million.

Separately, Gannett will pay $25,000 to $50,000 annually for a $6.2 million life insurance policy covering Dubow and another $70,000 annually for benefits such as health insurance, home computer and secretarial assistance and financial counseling. He will receive most of these benefits for three years unless he goes to work for a competitor, according to the filing.

Dubow's tenure as Gannett's CEO coincided with deep cutbacks in staff, triggered by a sharp decline in print advertising, the main source of revenue in the company's publishing division. Gannett's revenue from print advertising plunged from $5.2 billion in 2005 to $2.5 billion last year. Gannett's stock price plummeted by 86 percent while Dubow was CEO, dropping from $72.69 to $10.45.

The shares have rallied under Dubow's successor, Gracia Martore, amid hope by investors that a recently introduced program to charge readers for online access to most of Gannett's newspapers will boost profits. Gannett's stock ended the week at $15.21, a 46 percent gain since Dubow's resignation. The Standard & Poor's 500 index is up nearly 21 percent during the same stretch.

Martore was Gannett's chief operating officer before Dubow's departure. Martore declined a raise when she became CEO last year, according to Gannett's filing. Instead, she agreed to maintain her salary of $900,000, the same amount that she had been receiving as Gannett's chief operating officer. Even before she was named CEO, Martore was working under a contract that entitled her to a $950,000 salary, but she voluntarily lowered it to $900,000 beginning in 2010 in recognition of the tough times facing Gannett.

Martore's compensation, including a bonus and the estimated value of stock options, totaled $4.7 million last year.

Gannett is the second major newspaper publisher in a week to disclose a large severance payment to a former CEO. The New York Times Co. said its former CEO, Janet Robinson, got a package valued at about $23 million after she retired at the end of last year.

Dubow, who was 56 at the time he resigned from Gannett, is a member of The Associated Press' board of directors. His term ends in April.

MIRANSHAH, Pakistan (Reuters) - A Swiss couple kidnapped by the Pakistani Taliban last July say they escaped, a Pakistani army spokesman said, after the two showed up at a military checkpoint on a main road in the northwest of the country on Thursday.

Pakistani media identified the pair as Olivier David Och, 31, and Daniela Widmer, 29. They were kidnapped in Pakistan's southwestern province of Baluchistan and had been held by the Taliban in the North Waziristan region on the Afghan border.

"They escaped, this is what they have told us," Pakistan army spokesman Major-General Athar Abbas told Reuters. "They reported to our checkpost then. They are being questioned at the moment in Peshawar."

According to intelligence sources in North Waziristan, the two were found at a military checkpoint on a main road in Miranshah, the region's main town, at about 5:30 a.m. (0030 GMT) and were then sent to the city of Peshawar by helicopter.

A Swiss embassy official told Reuters that the embassy was not in a position to confirm or deny the reports.

Pakistan's Taliban had claimed responsibility for kidnapping the couple, who were seized in the Loralai district of Baluchistan province on July 1.

Kidnapping for ransom is relatively common in Pakistan, although foreigners are not often targets. Militants also occasionally take foreigners hostage.

Two Western aid workers were kidnapped by gunmen in the central Pakistani city of Multan on January 19. Another, a British doctor working with the International Committee of the Red Cross (ICRC), was kidnapped in the southwestern city of Quetta on January 5.

Warren Weinstein, an American aid worker, was kidnapped from the central Pakistani city of Lahore in August last year. Al Qaeda claimed responsibility for Weinstein's abduction in December.
